The Treaty of Versailles may have set up the opportunity for Hitler.

The inaction of the other nations in preventing their rearmament turned Hitler from a local bully boy into an international menace.

If the allies had marched into the Ruhr while it was still possible and destroyed Hitler's arms factories, no WW II. No Holocaust. No Pearl Harbor.

It's that simple.
