Now you might argue that that is not a declaration of war. True. But the very men who wrote the Constitution were engaged in an undeclared war with France within a few years of the birth of the United States and saw no contradiction in doing so without a formal declaration.

The fact is that this country and most others have many times engaged in military action without declaring war. There is a requirement that such action, except in defense against an attack, be approved by Congress. That requirement has been met.
