If we aren't going to care if someone violates the agreement why even make one, or at least one beyond, return our POWs and stop shooting and we will also stop shooting.

I'm not suggesting we don't or shouldn't care, only that it's not our decision alone.

If you help your neighbor landscape his yard and vandals keep destroying his shrubs, you have an interest in protecting that landscaping. But if you can't persuade your neighbor to impose justice on the vandals, it's not your place to take matters into your own hands. Not unless the vandals are a clear and present danger to your shrubs. The fact that your neighbor's shrubs were vandalized might make you uneasy and suspicious, but that's not enough of a threat to your shrubs for you to override the judgment of your neighbor.

Unless you're terribly arrogant or a control freak, of course... <g>
