I consider that the triumph of hope over experience. With its current make-up, I see no hope at all that the UN, no matter how heavily subsidized, will ever be a force for peace in the world.

Indeed, if the UN actually had sufficient resources and military power to impose its will militarily, almost certainly the first thing it would do would be to disarm and dissolve Israel.

Your mention that we hadn't heard anything about Milosevic for awhile led me to wonder what was up with that trial.

I can't find anything at all on the Web. Indeed, the list of the status of pending cases before the International Court of Justice doesn't even list his case!

Also interesting is that Yugoslavia brought cases in 1999 to stop the use of force as being contrary to international law. Far from stopping the violence, the Court rejected the request for provisional measures (which I take basically to be restraining orders), and hasn't even addressed the substance of the case.
