How long is not "rushing in?"

When we know what we would realistically like to see happen post-combat.

We have been talking out of both sides of our mouths, saying that we want regime change and then going to the UNSC with disarmament-only rationales, since this is all 1441 allows.

Then we have heard arguments for installing a democracy, too.

What do we really want? When we can clearly articulate this, we will know how best to proceed.
