And I've got bad news for you: There are war crimes committed in almost every war if you look close enough. Killing surrendered POWs is not uncommon. It was done by American troops in WW2. And, of course, by Germans. But they winners get to issue the indictments. Life is not fair.

Ans why is the decision of a group that is largely 3rd-rate tinhorn dictators superior to that of the US Congress?

Chamberlain was being sensible and honoring his allies the French through the latter half of the 1930's. And it was appeasement. And we know where it led.

The UN made the resolution we so zealously want to enforce, and the UN should decide how we proceed.
The UN has made it quite clear it does not WANT to decide the issue; it wants to kill it with hot air.

We have our own interests in the matter; if the UN will not act, then the US shall.
