I don't think anything will deter Saddam or OBL. The mistake I think the US is making, is they way they are handling Israel. Forget getting Israel and the Palestinians to negotiate, draw a line and create a Palestinian State today. Then the US would get the support from the Arab countries currently in power and also France. Another policy I disagree with the attempt to maintain old lines. Though I like living in multicultural society, apparently many can't handle it. So I would go a with plan to create a Kurdistan, etc. Then one can shrink Iraq in pieces.
