That sort of project would have to be handled by a much smaller group who had a contact person inside the radical organization. Just feed the plan and technical assistance to the contact person, and use high level political clout to misdirect attention away from it being discovered. The job was just plain too goddamn big to have been pulled off without a ton of help from our side from very high places, and the follow up anthrax advertising campaign has USA stamped all over it from front to back.
