Kagan's book is not yet in my local libraries so I'll wait.


At 103 pages it sounds like an hours read at Borders. I will give it a shot later today. I am really taken with his analogy of Europe as the "Saloonkeeper" who does not want to get involved. He sees us as the World "Sheriff" whither we like it or not. If we don't do it nobody else will. And somebody needs to. Safire's column today on Korea goes to that point.

Kagan used the Bosnia conflict as the first major example of the new relationship we now have with Europe. We ended up running things there because we carried 90% to 95% of the fight. The Euros want to run things, but they don't want to pay for the Military Establishment needed to do so.
