SC,

This sounds good on paper, but wouldn't we really be tackling a project without end?
Are you referring to military interventions?
Or a more nuanced, engaged sort of soft power?

When lives are at stake (Somolia, Rwanda, Iraq) it would involve military action after a short (6 months at most) attempt at diplomacy.

On complex issues like North Korea (made complex by their existence under a Chinese defense umbrella) it would have to be diplomatic.
