I wouldn't argue that mistakes weren't made in handling communications with Iraq prior to that country's invasion of Kuwait. Nevertheless, Saddam also made a major misjudgment in invading. And he was given plenty of opportunities to withdraw from Kuwait before the Gulf War began. He rejected them. The annexation of Kuwait was something he wanted.

Ironically, if he'd been sternly warned off and deterred from attacking Kuwait in 1990, he would have waited a few years till he had nuclear weapons before making his move during the Clinton administration. I have no idea what would have happened then.
