You are correct. Somehow I get a feeling that in the back of Bush's mind he thinks that all that matters is that he's a good boy scout. Indeed, what we're seeing is a boy scout mentality in the presidency, as if the presidency itself is a merit badge. Except, in this thinking, he's blending the inherent deviousness of Skull and Bones of Yale (an alumni of many of his advisors); the creed of the Texas Rangers (we see pictures of Saddam and his gun, but where are Bush's photos?); the morality of Order of the Arrow (not sure Bush got there, unless it was honorarily bestowed by Boy Scouts of America) together with the blinded and crazed ministries of Pat Robinson and Jerry Falwell lock on rightwing America.

Hey, Americans--Let's all play Kill, Keep and Take on those who believe differently from us!!!

At least one part of the motive here is to create a situation where oil prices rise, thereby giving domestic oil companies a better profit margin. Note that the administration has refused to release any oil from the strategic reserve, even though the price of crude has climbed past $36 and even though an extremely cold winter in the northeast has caused people to spend far more than anticipated on oil heat (oh well, he didn't get many votes from the northeastern states, so why not stick it to them).
