Before I buy into your subliminal notion that WWII in the Pacific was all our doing, I'd like to know which came first...the embargo or the beginning of Japanese plans for the raid on Pearl. My impression is that the planning began first, but I may be mistaken.

The news then was focused on European hostilities, and being lesser informed about the western Pacific, Americans did see it (the raid) as "unprovoked." Japan did view French, Dutch, British and American presence in the western Pacific as an exploitation of their part of the world. Let's not forget that Hitler declared war on us, not the other way 'round. FDR wanted us in the war in Europe, but I very much doubt he had similar thoughts in the Pacific.
