It seems like resources are a major concern for your side. I would like to point out (again) that resources are a non-issue for someone who is in such a hopeless state that they are willing to cash in. Resources are an issue for those still in the game (relatives or beneficiaries). Is there a way to factor out resources? Like once a person who has entered our "hopeless" category moves to the maintenance of Pain/awareness relief. They become a dependant of the state and their resources are liquidated as if they had died. Since they have virtually passed from the category of ever again benefitting from any participation in life, and are basically waiting to die, that would seem reasonable (morbid but reasonable).
