The Kurds have a plan, of course.

First, seize oil fields from Saddam in the north (the better to have a financial base for their proto-nation).

Second, internationally agreed self-rule for a Kurdish autonomous zone (half way to nationhood).

Lastly - already having a de facto nation - look to the inevitable failure of national government, or some crisis of confidence, in Baghdad... to take that last step to U.N. agreed nationhood.

The 'secret', this time, is to not make any public claims for rights in the 'Kurdish zones' in Turkey, Syria, Iran, etc.
