Recognize the difference between evil dictator and their subjects (i.e. civilians). We should try to find ways to punish evil one but not the other. It is difficult to do, but has been done and takes time to accomplish. Some bloodless coups took place in Thailand and Phillippines, for example. An easy way out is by destruction. Much more challenging and intellectually stimulating ways are by diplomacy and selective targeting process. This is just a narrow scope of the whole situation.
