...The issue is that people that own homes and rent them don't pay for the services their renters use with the current system....

Of course they do Lizzie. What difference does it make to the collector who's pocket the moneys from? Plus and income form rent is taxed as such.
My niece bought a four plex last year. She and her husband pay property taxes and income taxes on any profit. The renters enjoy the benefits of these taxes by sending their kids to the local schools etc, etc.
How is she and here husband providing a free ride so to speak for their tenants?
