Nope. Maybe more details came out later, but the fact that Saddam had gassed the Kurds was known in 1988 itself. But what did the then Reagan/Bush administration do? Initially they denied the whole thing, and when the evidence became too much, they blamed it all on Iran, because Saddam, the "good guy", wouldn't do anything of that sort!
