Bush's budget didn't fund his own programs........HIS BUDGET that he introduced into Congress. Bush didn't fully fund his own Education Bill and the Homeland Defense bill. it had nothing to do with COngress. Your little brat Bush is responsible.

This home defense budget you are upset about....is that the one that has to be approved to restock the HDs with duct tape?
Also, your keyboard seems to have a problem...the CAPS keys stick every so often.
