It's all governed by self-interest. Even Ted and Al will agree to this.

I could probably boil down world politics to the following formula:

1) If you can do it yourself, go ahead.

2) If you can't, be a "team player" and work through the "global community" (i.e. the U.N.)

3) And if you can't or won't do that, play the victim.
