Interestingly, while I was talking to a few non-American friends, this issue came up and when I brought up the issue of which American President should be blamed for NK/Iraq/Afghanistan etc., one of them said, "We really don't care how the blame is distributed among Americans. What we see is clear -- have nuclear weapons and the US will desist from attacking you. If you are stupid enough not to have nukes, then God save you when the US launches its raids on you".
