Ashcroft was waiting for the right time to unveil it -- perhaps when the nation is once again in crisis mode.

Most ominous, was the next crisis planned and timed? Is that it's been 519 days since Bush said he'd catch Osama bin Laden 'Dead or Alive!' and yet no effort has been taken to aprehend him?
