Dunno what everyone else is thinking about when they say that (probably broken charts and multi-decade stock index lows)...but I think about War, Poverty, Pestilence and Chaos when I say it....economic turmoil usually engenders political and social turmoil. The part about "War is economics by other means" alludes to that. Think about...it's very unusual when war is waged for any reason OTHER than economic! WWII could be though of as a war by Japan to extend Colonial influence, and by Germany to avoid reparations and to stimulate it's economy after the Weimar destruction. The Civil War can be thought of as the Southern states trying to secure their source of cheap labor (I'm obviously trivializing the whole slavery issue, as well as the issues of States Rights in general, but you get my drift). The Revolutionary War? A war to remove the drain on the Colonial economy produced by Brit taxation! Certainly, it's not the ONLY reason wars are fought, but it's a consistent and recurring theme.
