President Bush is doing the only thing that will cause Saddam to disarm without a War.
He represents the unstoppable force that cannot be deterred by peaceniks, by possible loss of an election, by
vetos of the UN, threats by other nations leaders.
There is no one else in a position ,or willing, to do the job.
The more often he fails to kneel to the UN demands or political considerations the more convincing it is to Saddam that GWB is dead serious and therefore he must decide and very soon - to give up the WMD's or lose a country
The UN Inspection operation has failed utterly to stop Saddam. He toys with them.
Saddam defeated them long ago.Has had years to develop new ways to continue WMD development under their very eyes. Is probably enjoying leading them around by the nose, creating false trails.
While deserting scientists have said, they are hidden in tunnels and deep under the desert floor.
Trucks, casks, barrels, of Chem.or biological formulations
What he is lacking( apparently) is a long range missile and he has done serious work on getting them, buying more powerful engines.
Saddam possesses unreported WMD's and even the UN is in total agreement with that
Tony Blair, GWB, Franks, Myers, Powell, the CIA, do not risk their careers, their personal integrity, their families honor, their political parties, and their countries reputations on some mystical fairy tales or manufactured evidence.

A senior Moscow official today confirmed that Russia would not take part in any US-led military operation against Iraq.

Yuri Baluyevsky, deputy head of Russia’s general staff, said: “In the event of a forceful development of the situation, the military forces of Russia do not plan any participation in these war actions.”

He added that the Russian military was not planning to raise its level of war preparation, but “some structures of the armed forces that are following the situation in the Persian Gulf area are already working in a very intense regimen.”
