It's an Iraqi government site in NY, where the UN is. Look at the site instead of just the name:

Since its inception, the website has expanded to provide more information relating to the policies, history, and culture of Iraq.  I feel, that by providing you with knowledge in all three criteria you will be able to come to a better understanding of Iraq’s aspirations and policies.
 
In launching the website, one of our main aims is to familiarize you with Iraq’s activities at the United Nations by providing a series of updated statements delivered in major U.N. organs by Iraqi officials. Also, it is useful to note that we will continue to  provide statements, press releases and other relevant information concerning Iraq’s foreign policy issues at the United Nations and raise your awareness of the devastating impact of the sanctions that have plagued the people of Iraq for almost a decade.
