Whatever you think they were, Mq, setting up a slave state with total fear by all, Slave pens, and killing between three and five million people overwrote any "Good Ideas, IMO." If you want to list "Defeating Hitler," he brought that on himself. Simple self survival.

It is my understanding that the Washington, DC, crime rate declined when the DC prison was relocated from Fairfax (just a few miles away from DC) to rural Pennsylvania.

Not so much the environment, but because they couldn't have visitors anymore -- too far. Took a lot of the fun out of crime.
