It will not be the first time a government shows an (imagined or real) external threat as grounds for suspended liberties and increased governmental powers.

After about a year of his puzzling remarks ranging from religious ("He is evil, we are good") to downright bullying ("You are with us or against us") and to utterly nonsensical ("If UN does not follow the US it is irrelevant" (Huh?)), I doubt if Bush can say much else that will surprise us now.
