Mitchell: Can France back off of this position now and still at least abstain and not veto a U.N. resolution which basically authorizes military action?


Kissinger: Well, I cannot believe that France would veto a resolution when the country that has stood by it in two wars and in the Cold War believes that its national interest requires going to war. I frankly have greater trouble even understanding why they should abstain. But vetoing it they must know would mortgage Franco-American relations for the indefinite future.
