The press release alludes to the standardization to be cost saving for the users and I am sure for the profits for Oracle.

Now I have dealt with public sector org. and their IT solutions for many years here in the states. While I loved the sector, they were a big pain in the neck when it came to applying standards. This could be quite costly for Oracle or it will not live up to their revenue expectations. Public Sector people are great for wanting to do things "their way" vs a standard. Maybe it is different in the UK.
