Looks like pump and dump.

Insiders just took a private placement of shares at 76 cents. They also repriced outstanding warrents to a dollar and change. Although the new shares may be restricted from trading for a period of time that doesn't mean that if they manage to get the stock up to a couple of bucks they won't short the stock and cover when the stock is unrestricted or when they exercise the warrents.

Just a few tricks I learned when trading pennies on the Vancouver exchange.
