But, somehow, Clinton managed to get along with the Europeans, a lot better than Bush the Younger. Clinton didn't get blamed for Kyoto, while Bush does. I won't argue if you say, "that's because Clinton is just as morally flexible and cynical as the Europeans are".

It's not a Democrat vs. Republican distinction. Bush the Elder, in a similar situation, organized a bigger and more cohesive coalition, including a lot of countries that won't help us now.

We are 2-4 weeks from when the tanks roll, and still don't know who, if anyone, is with us. The Turks? (holding out for a bigger bribe). The British? (need Security Council blessing, which hasn't happened). The Poles, Estonians, Slovenians, etc., (are supporting us politically, but how many soldiers are they sending?)
