If the EU is one political unit, shouldn't we start shutting down all the different embassies? How can France and Britain have two vetoes on the Security Council? Which country is in charge?

Potentially deliberately so. For years, Australia has been trying to shake off its european image and get more aligned with the Asian countries. Theres's history behind this too. Many remember former european control and don't wish it any more. There was a referendum whether to declare Aus a republic and stop recognizing the Queen as head of state - it didnt make the votes at the time.
Besides if EU says "No Aus lamb <or whatever> to be imported" they have legit gripes.

One minor point Mr Xydas forgot : there are 15 diferrent elections in the EU member nations to elect their "Head of State".

Not the case in Aus : 1 election to form 1 parliament, and 1 "Head of State" as the outcome. Now, thats a federation.
