If we test voters we won't need to test presidents.

This mild implication that you've been making that Bush is not "intelligent" is really not based on fact. The guy is was a fighter pilot. Stupid people can't do that.

Sheer intellect isn't the most important criterion for a president. I think Bush has average intellect. I think Clinton was much smarter. But Bush has absolute integrity where Clinton was/is devoid of integrity. Also important is Bush's ability to build a great team and RELY on their device; Clinton, smart as he was, had a horrible cabinet by comparison and then made it worse by micromanaging everything.

The best presidents, as far back as they go, have had some intelligence, a lot of integrity, and great management skills. The reason Bush is a great president is that he has all of these things.
