What would I do? What was done. The military cabal there was adamant about no surrender. They were busily preparing the populace to fight for every square inch of their islands. Even after the first bomb, they didn't surrender, remember? It took a second one plus several days. They had to be convinced we had more than one.

Your method would be dismissed as a trick. They knew we could destroy cities with conventional explosives; we'd already proven that to them. Wire up a bunch of conventional depots, drop a bomb from a plane, ....

Sorry. They weren't going to surrender to a can of film.
