The problem is that our nukes scare the hell out of other countries when our pres wants to leave them as an option on the table for a war with Iraq. I'm all for putting the safety of our soldiers first which is why I'm generally against the kind of sabre rattling that bush does. If you make enough threats you will have to back some up or you loose credibility. I don't think we can tell the rest of the world you can't have nukes but we can.
