I think there are fewer outstanding CEOs today compared to decades past, not because they were not taught skills, but because character is in short supply these days. A common modus operandi is to grab the money as fast as you can, outside shareholders be damned. People are much more narcissistic and everyone thinks they are the next Andy Grove or James Morgan, regardless of their true performance. The regulators have given insiders free reign to raid the cookie jar without accounting for it, and very few CEOs can resist the temptation to over exploit the unreported expense loophole (stock options)---walking off with much of what should have been shareholder profits. Its a bad business model folks are following these days imo.

For example, Sebl Systems probably could have been a great company, but instead it muddles along producing no Core Earnings, because management has seen fit to give away all of the companies earnings in stock options to insiders. I doubt it will ever recover the glory it had when investors gave it a free pass in the nineties. Its stock option overhang, currently at 74%, will take years to unwind and sort itself out imo.
