Bush lost because the country determined that he was not a good president.
Bush 41 was a fine president. He had the important characteristic of absolute integrity, an item missing from the other president in the 90s. He conducted what was arguably the most successful war in our nation's history, defeating the 4th largest military in the world at the time with 300 casualties on our side. History doesn't forget stuff like that.
