Paul,
If iraq is stepped on, lesson most probably will be learned. I am not saying that we should send Ed McMahon with a cashiers check over to Pyonyang. We should get the chinese, russians, south koreans, japanese along with the US to bail out the north in some fashion for a verifiable end to all wmd programs and weapons sales. Perhaps we should pay them for these weapons much like we do the Russians. Yes it sickens me that the poor folks in NK will have more of Kim to contend with, but a war on the peninsula is not a real good option.
Having said all that, i worry like you about the "incentives" but its all about probabilities, and not about dotting all the I s. Mike
