Yes they do.

Many countries have bio weapons- it's a huge list. And Saddam hasn't used them on us, nor does he appear to have given them to anyone in 10 years. There are, however, real dangers that supplies in the former USSR have been sold to terrorists. Whether those supplies are still viable remains to be seen. The WMD's leaking out of the former USSR should worry you much more than Iraq (imo)- if you want to put the threat in proportion.
