IMHO there are 2 components to this equation :
1. The capability (possessing the weapons)
2. the intent to use them as an offensive measure.

example : India & Pakistan both have nukes, but not the intent to use offensively against each other. Israel has nukes, but it is highly unlikely that Israel has the intent to use offensively either. The chances of Pakistan (a muslim country) using nukes on Israel offensively are equally remote.

No, I think that you missed my point.

If Iran nuked Israel, the crow that I'm talking about would be flying from Israel to Tehran in about one hour.

Iran is close enough to Israel for it to make a big difference.
