Bush did not start the war talk 9-11 was cast upon the US under his watch, in part because of the abuse of the defense budget under Clinton.

For the large part, I think this whole thing would have played out whether it was Clinton & Bush or any other two guys. They just happened to step in at the wrong place in the "Long Wave Cycle".
