If Turkey is out (which they aren't) the "staging area" would be Kuwait. The first action in the war would then be to capture a base in northern Iraq from which to work.

Not as convenient, but not a big deal, either.

It is also possible, some of the troops could be landed in Israel. We have permission to overfly Jordan, if we can't go by land; I am not sure of precisely what Jordan has allowed.
