russian bio storage is concentrated in 3(if I recall it correctly) main highly protected areas. It is not 100% proof but it is much easier to buy a nuclear bomb in russia than to get an access to bio weapons.
Why would anyone want to deal with russian security when sadam is just begging to give it away?
Chemical weapons are much easier to get to but they are not as effective as bio
