What is to stop AMD from qualifying DDR-400 (PC3200)

I am kind of assuming that AMD will do just that on the desktop parts. I think that on the server parts, AMD will stick with DDR-333 (PC2700).

Thus a single Opteron with dual DDR will have the same bandwidth (and possibly more) with much lower latency and larger sizes.

Don't get me wrong, I love Opteron, everything I know about it. I want one (or 2). I just have a problem with Clawhammer. I don't think it will be competitive. Back when design was finalized, Intel was still with PC-100 and PC-133 SDRAM and stuck on a dead end with Rambus. But by the time Clawhammer is released (2 years later than planned) it will be facing a competitor in P4 that has twice the bandwidth of Clawhammer, which is a disadvantage that will be impossible to overcome. Clawhammer will most likely never be the top performing desktop CPU.
