According to a History Channel special on the Gulf War, the reason that Bush pere believed that the Republican Guard was defeated is that Schwartzkopf told him so. Schwartzkopf was mistaken. I still fault Bush I for not waiting to make sure. And I was very surprised to read that Powell was urging him to stop. In light of the bad nature of the aftermath, that was a grave error in my opinion. When we talk about mistakes that encouraged bin Laden, we should include this one. It was grievous.
