Hint: There is no difference.


Hint: You're wrong. Biological agents must be made suitable for wide-spread aerosol release in order to be used as weapons, i.e. "weaponized", as the anthrax that was sent through the mail in 2001 was weaponized. This takes technical skill. Otherwise, it's just a culture in a petri dish. In the case of anthrax, which is not trasmitted person-to-person, it is useless as a weapon before being weaponized. Even a more contagious agent would need to be widely dispersed to outwit defensive containment measures.
