We wouldn't even have any inspectors allowed in Iraq without the military buildup. We are finally showing him something he can comprehend. Hopefully we won't have to go to war, but we must be ready to do it.

However, luckily UNSCOM is no more, instead UNMOVIC was formed a long time ago in a
different way than UNSCOM. (Just when US withdrew its UNSCOM)
