Not at all. Nothing is stable, it's always changing. .

The direct relationship that many seem to think exists between the dollar and the trade deficit is more complicated then many would like to admit simply because you are using the dollar against a basket of currencies which don't move in lock step. Trade has this wonderful way of exploiting these little divergencies.
