I agree, if that's all that's at issue, but what if the guy escalates and kills granny's cat? What do you say to her?

At that point I say to Granny (and everyone else) "we have to do something to stop this guy." If he attacked me in response that would at least be part of his conflict with me. After all I destroyed the radio. But attacking Granny or her cat just shows that he is a wild menace. I would seek again to get everyone to confront the rogue and get him to fall in line.

If there was enough agreement (in general not just on dealing with this one person) I might say "we can't continue to live in this anarchy we need to form some sort of government to take care of these disputes." But I don't think in the real world there is enough support for a world government, or agreement on how it should be run, or likelihood that it would be a strong enough supporter of freedom and democracy to cause me to support a world government.

It is not my impression that there is more than a smidgen of international support for the US attacking Iraq.

There is a lot of grudgingly going along with it. Particularly in the UN security council (our "neighborhood meeting"). If no one had a veto in the SC then I think a resolution stating that Saddam is in "material breach", and supporting the imposition of "severe consequences" would pass.

Overall I would say the European governments are divided, the US (both government and to a lesser extent the people) are for removing Saddam, and most of the Middle East and other areas that have a strong Islamic influence against. I haven't seen anything much about the rest of the world really caring too much.
