Yes, for the Iraqis to pay for the US costs of the war, that is why Turkey is so
strategically funny demanding it in writing.

And why there was such a fuzz over who was going to pay for the Serb-Albania operation.

Another funny one, another think-thank on C-SPAN, about bombing 17 electric utility
plants out of 20-something during War-1, if that was collateral unavoidable damage or
purposefully destroying civilian infrastructure?? (this is why Irak still have
severe problems with sewage "control", safe (chlorinated, that mustard gas) drinking water,
especially in the south where it always has been a problem.)

Well, bombing the sewers too, maybe they produce biologic WMDs..

Unluckily one does not produce electricity, pump sewage, run sewage plants, nor purifiy
drinking water with unrefined oil..

Btw, did Lehrer even press Rumsfeld on this by repeating the question "so where does the
monies come from"??
Legally it is correct to answer "the oil is for the Iraqis" to that question too.
